Rules for Motor Vehicle Loans

Persons with physical disabilities and their caregivers can be exempted from financing rules for the purchase of one motor vehicle if they meet their financial institution’s credit assessment.

Exemptions for Persons with Disabilities

Persons with physical disabilities (PD) and their caregivers can apply to their financial institution (FI) for an exemption from motor vehicle financing rules.

They can qualify for one loan with an LTV ratio of up to 100%, and a loan tenure of not more than 10 years.

Eligibility Criteria

Persons with disabilities must meet one of the following conditions:

  • Receive payouts from ElderShield, Interim Disability Assistance Programme for the Elderly or Pioneer Generation Disability Assistance Scheme.
  • Hold a valid car park label issued by SG Enable.
  • Be certified by a MOH-authorised medical practitioner (if PD is a passenger) or Department of Rehabilitation Medicine at Tan Tock Seng Hospital (if PD is a driver).

Caregivers must meet one of the following conditions:

  • Stay at the same address as the PD.
  • Be a family member of the person with PD (i.e. parent, child, grandparent, grandchild, spouse or sibling).
  • Be a court-appointed deputy under Mental Capacity Act for the PD.

Documents Required

Submit the relevant documents to the financial institution (FI) based on the criteria being applied for:

PD criteria Documents required
Receiving payout from ElderShield Scheme Copy of letter certifying payment of claims to the PD under the ElderShield Scheme.
Receiving payout from Interim Disability Assistance Programme for the Elderly (IDAPE) Copy of letter certifying payment of claims to the PD under IDAPE.
Receiving payout from Pioneer Generation Disability Assistance Scheme (PioneerDAS) Copy of letter certifying payment of claims to the PD under PioneerDAS.
Holding a valid car park label issued by SG Enable for permanent disability
  • Copy of letter from SG Enable granting a car park label to the PD under the Car Park Label Scheme; and
  • Copy of report by a fully registered medical practitioner which has been submitted to SG Enable, certifying that the physical disability of the PD is permanent
Where the PD is a driver:
Certified by a Tan Tock Seng Hospital (TTSH) rehabilitation physician to be permanently physically disabled, but medically fit and functionally able to drive safely
  • Medical assessment form completed by a rehabilitation physician practising in the Department of Rehabilitation Medicine at TTSH, certifying that the PD is permanently physically disabled but medically fit and functionally able to drive safely; and
  • Front and back copy of the PD’s driving licence
Where the PD is a passenger:
Certified by a fully registered medical practitioner authorised by the Ministry of Health (MOH) to be permanently physically disabled and requiring maximal or total assistance in mobility
Medical assessment form (104.6 KB) completed by an MOH-appointed medical assessor certifying that the PD is permanently physically disabled and requires maximal or total assistance in mobility.

The FI also requires the following documents,

If Applying as a PD

Submit the following documents:

  • Front and back copy of NRIC.
  • Written declaration from the PD that the PD and caregivers do not have any existing motor vehicle which has been exempted from financing rules.
  • Copy of the agreement to purchase the motor vehicle (registered in the PD's name).

If Applying as a Caregiver of a PD

Submit the following documents:

  • Front and back copy of the PD’s NRIC.
  • Front and back copy of caregiver's NRIC.
  • Written declaration from the caregiver that the caregiver, the PD and any other caregivers of the PD do not have any existing motor vehicle which has been exempted from financing rules.
  • Copy of the agreement to purchase the motor vehicle (registered in the caregiver's name).

If the caregiver does not live at the same residential address as the PD, the caregiver must also provide:

  • Document to prove that the caregiver is a family member of the PD (e.g. birth certificate).
  • Court order appointing the caregiver as a deputy of the PD.
If the applicant meets the FI’s credit assessment, the FI will confirm with MAS of the qualification for exemption. The amount of financing granted is a commercial decision of the FI.

Certification Process for PDs

If the PD is a passenger, the PD has to be certified by an MOH-appointed medical assessor to be permanently physically disabled and requiring maximal or total assistance in mobility.

If the PD is the driver, a medical assessment is required by a rehabilitation physician at the Department of Rehabilitation Medicine, Tan Tock Seng Hospital, 17 Ang Mo Kio Ave 9, Singapore 569766. Tel: 6450 6181.

To get certified, the PD should:

  • Make an appointment directly with the clinic.
  • Check on the availability and cost of the service.
  • Bring along a copy of the medical assessment form (104.6 KB).
  • Bear all costs of the medical assessment.
