Mr Ravi Menon

MAS is led by Mr Ravi Menon, our managing director. Find out about our management team and their backgrounds.
Prior to this, Ms Ho also served in different functions in MAS, including overseeing the policy formulation for, and supervision of, financial institutions in the areas of anti-money laundering, technology risk and cybersecurity, financial risks, and payments systems. Ms Ho was also head of HR and Organisational Development for some years in MAS.
Ms Ho holds a BSc degree in Monetary Economics from the London School of Economics in the UK.
Mr Lee has served in various other functions in MAS. He started in the Reserve & Monetary Management Department, where his responsibilities included the conduct of Singapore’s monetary policy and management of the foreign exchange exposures of public sector entities. He subsequently headed a team responsible for the development of regulatory policies for the securities, futures and asset management industries in Singapore. He also served a stint as head of the MAS Representative Office in London.
Mr Lee was awarded the Public Administration Medal (Silver) in 2007.
Prior to this, Mr Lim was head of Banking Department I that supervises Singapore’s three domestic banking groups and several foreign banks. Mr Lim has served in various functions, including prudential policy formulation, monetary policy implementation, risk management, as well as strategic planning.
Mr Lim has a Bachelor of Accountancy (First Class Honours) from the Nanyang Technological University and a Master degree in Finance (with specialisation in Risk Management and Financial Engineering) from the Université de Lausanne, Switzerland. Mr Lim was awarded the Public Administration Medal (Silver) in 2017.
Ms Loo has served in different functions in MAS, including heading the Insurance Department and Capital Markets Department. She was also the Director of Corporate Finance, Secretary to the Securities Industry Council, Director of Strategic Development, Lead Policy Analyst and Assistant General Counsel. Concurrent with Ms Loo’s appointment as Director of Strategic Development, she was the Chief Executive Officer of the Institute of Banking and Finance from 2006 to 2008.
Ms Loo holds an LLB Hons (2nd Upper) from the National University of Singapore and an MBA from the University of Manchester, UK.
Prior to Singapore, Vincent spent more than 20 years in UK as a partner in PwC UK, leading the Financial Services, Technology Risk practice and advised major international financial institutions and regulators in both the UK and US on technology, risk and resilience.
Vincent is a member of the advisory board on National University of Singapore (School of Computing & Business School). Vincent sits on Ministry of Communication panel of experts for cyber security and also serves on the Board of Directors of IHIS (Integrated Health Information Systems.Previously, Vincent was a member of MAS International Advisory Board on Cybersecurity.
Ms Celine Sia is the Assistant Managing Director (Economics & Knowledge Management). She oversees the Economic Analysis Department, Economic Surveillance & Forecasting Department, and a newly-formed Enterprise Knowledge Department tasked with strengthening knowledge and data management in MAS.
Gillian Tan is the Assistant Managing Director of the Development and International Group, overseeing MAS’ strategies to develop Singapore as an international financial centre as well as MAS’ international relations and engagements.
Prior to this appointment, Ms Tan was Executive Director of the Financial Markets Development Department, which aims to promote a vibrant financial market in Singapore, with a focus on developing the capital market, asset management and insurance sectors as well as green finance capabilities and solutions. From 2016-2019, she served as Executive Director of the Enforcement Department, which is tasked with surveillance and enforcement across the sectors regulated by MAS.
Ms Tan previously worked in the Supreme Court of Singapore as a Justices’ Law Clerk and Assistant Registrar and was subsequently appointed as a District Judge of the State Courts of Singapore. She also served as a Deputy Public Prosecutor and Deputy Senior State Counsel in the Attorney-General’s Chambers for a number of years.
Ms Tan graduated from Cambridge University with a First Class Honours in Law. She also holds a Master of Laws from Harvard Law School. She was awarded the Public Administration Medal (Silver) in 2018.
