Mr Ravi Menon

Managing Director

Mr Ravi Menon was appointed Managing Director of the Monetary Authority of Singapore (MAS) in 2011. He was previously Permanent Secretary at the Ministry of Trade & Industry (MTI) and Deputy Secretary at the Ministry of Finance (MOF).
Mr Menon began his career at MAS in 1987. During his 16 years in MAS, he was involved in monetary policy; econometric forecasting; organisational development; banking regulation and liberalisation; and integrated supervision of complex financial institutions. Mr Menon spent a year at the Bank for International Settlements in Basel, as a member of the secretariat to the Financial Stability Forum. A recipient of the Singapore Government's Meritorious Service Medal and Public Administration (Gold) Medal, Mr Menon has served on a variety of boards in the public, private, and people sectors in Singapore. On the international front, Mr Menon is a member of the Financial Stability Board (FSB) Steering Committee. Mr Menon holds a Master's in Public Administration from Harvard University and a Bachelor of Social Science (Honours) in Economics from the National University of Singapore.

Mr Ong Chong Tee

Deputy Managing Director (Financial Supervision)

Mr Ong Chong Tee is the Deputy Managing Director in charge of Financial Supervision at the MAS. This includes the regulation and supervision of banking, insurance and capital markets entities licensed in Singapore. Under the new Payment Services Act, relevant payment services entities will also come within MAS' supervisory ambit. The Financial Supervision functions include the oversight of financial institutions' technology and money laundering risks.
Mr Ong joined MAS in 1986 after graduating from National University of Singapore with an Honours Degree in Chemical Engineering in 1985. He was awarded the Public Administration (Gold) Medal in August 2007.

Ms Jacqueline Loh

Deputy Managing Director (Markets and Development and Corporate Development)

Ms Jacqueline Loh is the Deputy Managing Director for Markets & Development and Corporate Development in MAS. She oversees the Markets & Investment, Development & International, as well as the FinTech & Innovation Groups. Ms Loh also oversees the Organisation & People Development, Technology, and Finance, Risk & Currency Groups.
Prior to this appointment, Ms Loh served as Assistant Managing Director for Policy, Risk and Surveillance, and for Finance, IT and Risk Management. Ms Loh has also had experience working in MAS’ New York Office, between 1990 and 1994. Ms Loh joined MAS in 1987, after graduating with a Master of Business Administration from the University of Washington.  She was awarded the Public Administration (Gold) Medal in 2018.

Mr Edward Robinson

Deputy Managing Director (Economic Policy) / Chief Economist

Mr Edward Surendran Robinson is the Deputy Managing Director of the Economic Policy Group, which is responsible for the formulation of MAS' monetary policy and macro prudential surveillance.
Edward has been with the MAS since 1992. He has a particular interest in macro econometric modeling and heads the team responsible for continuing developmental work for the suite of MAS models, which are used for policy analysis. He has also been involved in other areas of economic policy work including in various inter-agency work groups which looked at the structural challenges facing the Singapore economy. He served on the Board of the Singapore Competition Commission between 2005 and 2007. He studied economics and applied econometrics at Monash University and the University of Melbourne.

Ms Ho Hern Shin

Assistant Managing Director (Banking & Insurance)

Ms Ho Hern Shin is the Assistant Managing Director of the Banking & Insurance Group, overseeing the licensing and supervision of all banks, merchant banks, insurance and finance companies in Singapore.

Prior to this, Ms Ho also served in different functions in MAS, including overseeing the policy formulation for, and supervision of, financial institutions in the areas of anti-money laundering, technology risk and cybersecurity, financial risks, and payments systems. Ms Ho was also head of HR and Organisational Development for some years in MAS.


Ms Ho holds a BSc degree in Monetary Economics from the London School of Economics in the UK.

Mr Lee Boon Ngiap

Assistant Managing Director (Capital Markets)

Mr Lee Boon Ngiap is Assistant Managing Director of the Capital Markets Group, overseeing the regulation and supervision of capital markets. The group is responsible for the licensing and supervision of exchanges, clearing houses and capital markets intermediaries. Prior to his appointment, Mr Lee headed the Banking and Insurance group, which supervises banks and insurance companies in Singapore.

Mr Lee has served in various other functions in MAS. He started in the Reserve & Monetary Management Department, where his responsibilities included the conduct of Singapore’s monetary policy and management of the foreign exchange exposures of public sector entities. He subsequently headed a team responsible for the development of regulatory policies for the securities, futures and asset management industries in Singapore.  He also served a stint as head of the MAS Representative Office in London.

Mr Lee was awarded the Public Administration Medal (Silver) in 2007.

Mr Leong Sing Chiong

Assistant Managing Director (Markets and Investment)

Mr Leong Sing Chiong is Assistant Managing Director of the Markets and Investment Group. He oversees the Monetary & Domestic Markets Management Department and the Reserves Management Department. Prior to this appointment, Mr Leong was the Assistant Managing Director overseeing the Development and International Group. Mr Leong also served as Executive Director of the Financial Centre Development Department (2010-2013), and spent six years with the International Department (2004-2010).
Mr Leong began his MAS career with the Reserves Management Department in 1993 and served as Staff Assistant to the Managing Director from 1997-1998. In 1999, he joined the Monetary Management Division and was responsible for the implementation of MAS’ monetary policy and money market operations. Thereafter, Mr Leong was appointed Chief Representative of MAS’ London Representative Office from 2002-2004. Mr Leong is a recipient of the Public Administration Medal (Silver). He holds a B.Sc Economics (Monetary Economics) from the London School of Economics, and is married with two children.

Mr Lim Tuang Lee

Assistant Managing Director (Organisation and People Development)

Mr Lim Tuang Lee is the Assistant Managing Director of the Organisation and People Development Group. The Organisation and People Development Group synergises MAS' efforts in strengthening and transforming the organization. The Group brings together matters that relate to workplace, people, culture and legal support.

Prior to this, Mr Lim was head of Banking Department I that supervises Singapore’s three domestic banking groups and several foreign banks. Mr Lim has served in various functions, including prudential policy formulation, monetary policy implementation, risk management, as well as strategic planning.


Mr Lim has a Bachelor of Accountancy (First Class Honours) from the Nanyang Technological University and a Master degree in Finance (with specialisation in Risk Management and Financial Engineering) from the Université de Lausanne, Switzerland. Mr Lim was awarded the Public Administration Medal (Silver) in 2017.

Ms Loo Siew Yee

Assistant Managing Director (Policy, Payments & Financial Crime)

Ms Loo Siew Yee is the Assistant Managing Director of the Policy, Payments and Financial Crime Group, overseeing prudential policy, anti-money laundering, enforcement, as well as the supervision of payment services providers. Prior to this appointment, Ms Loo was Executive Director and Head of Banking Department I, which oversees Singapore’s three domestic banking groups and several foreign banks.

Ms Loo has served in different functions in MAS, including heading the Insurance Department and Capital Markets Department. She was also the Director of Corporate Finance, Secretary to the Securities Industry Council, Director of Strategic Development, Lead Policy Analyst and Assistant General Counsel. Concurrent with Ms Loo’s appointment as Director of Strategic Development, she was the Chief Executive Officer of the Institute of Banking and Finance from 2006 to 2008. 

Ms Loo holds an LLB Hons (2nd Upper) from the National University of Singapore and an MBA from the University of Manchester, UK.

Mr Vincent Loy

Assistant Managing Director (Technology)

Mr Vincent Loy is the Assistant Managing Director (Technology) for the Technology Group comprising Data Analytics Department (DAD); Information Technology Department (ITD); and Technology & Cyber Risk Supervision Department (TCRD). Prior to this appointment, Vincent heads Accenture Singapore Financial Services. Before Accenture, Vincent was the PwC Leader for Financial Crime and Cyber for Asia Pac and also leads the Financial Services Risk Assurance in Singapore. He specialises in managing large scale transformation and managing risks relating to digital, disruption and Fintech confronting complex global organisations.

Prior to Singapore, Vincent spent more than 20 years in UK as a partner in PwC UK, leading the Financial Services, Technology Risk practice and advised major international financial institutions and regulators in both the UK and US on technology, risk and resilience.

Vincent is a member of the advisory board on National University of Singapore (School of Computing & Business School). Vincent sits on Ministry of Communication panel of experts for cyber security and also serves on the Board of Directors of IHIS (Integrated Health Information Systems.

Previously, Vincent was a member of MAS International Advisory Board on Cybersecurity.

Ms Celine Sia

Assistant Managing Director (Economics and Knowledge Management)

Ms Celine Sia is the Assistant Managing Director (Economics & Knowledge Management).  She oversees the Economic Analysis Department, Economic Surveillance & Forecasting Department, and a newly-formed Enterprise Knowledge Department tasked with strengthening knowledge and data management in MAS.

Ms Sia joined MAS in 1993 after completing a Masters in Economics.  She was seconded to the IMF between 2002-2004. Ms Sia was awarded the Public Administration (Silver) Medal in 2018 and the Long Service Medal in 2019.

Ms Gillian Tan

Assistant Managing Director (Development and International)

Gillian Tan is the Assistant Managing Director of the Development and International Group, overseeing MAS’ strategies to develop Singapore as an international financial centre as well as MAS’ international relations and engagements.

Prior to this appointment, Ms Tan was Executive Director of the Financial Markets Development Department, which aims to promote a vibrant financial market in Singapore, with a focus on developing the capital market, asset management and insurance sectors as well as green finance capabilities and solutions. From 2016-2019, she served as Executive Director of the Enforcement Department, which is tasked with surveillance and enforcement across the sectors regulated by MAS.


Ms Tan previously worked in the Supreme Court of Singapore as a Justices’ Law Clerk and Assistant Registrar and was subsequently appointed as a District Judge of the State Courts of Singapore. She also served as a Deputy Public Prosecutor and Deputy Senior State Counsel in the Attorney-General’s Chambers for a number of years.


Ms Tan graduated from Cambridge University with a First Class Honours in Law. She also holds a Master of Laws from Harvard Law School. She was awarded the Public Administration Medal (Silver) in 2018.

Mr Bernard Wee

Assistant Managing Director (Finance, Risk and Currency)

Mr Bernard Wee is the Assistant Managing Director of the Finance, Risk and Currency Group, overseeing the accounting and budget, custody and settlement, investment and portfolio risk, enterprise risk, business continuity, and currency note and coin issuance and operations.
Prior to this appointment, Mr Wee was Executive Director of the Prudential Policy Department, which sets regulatory policies for banks. Mr Wee joined MAS in 2004, and also served in international, monetary policy operations, fintech and financial market development. He earned a Bachelor of the Arts and Master of Public Administration from Columbia University.
