About the panel
Formed in November 1998, the International Advisory Panel (IAP) comprises some of the world's leading financial experts. The panel advises the MAS on Singapore's financial sector reforms and strategies. Tapping the knowledge and expertise of a distinguished advisory panel gives MAS a global perspective on financial sector issues and helps MAS keep abreast of market developments and policy initiatives in major international financial centres. The MAS IAP presently comprises the following members.

Sir Douglas Flint

Chairman, abrdn Plc
Amongst other roles he is currently Chairman of the Archbishop of Canterbury’s Just Finance Foundation, a Director of the Centre for Policy Studies, on the Global Advisory Council of Motive Partners, a fintech specialist investment platform, Chairman of the Corporate Board of Cancer Research UK and a Trustee of the Royal Marsden Cancer Charity.
In December 2017 he was appointed by the Chancellor as Special Envoy to China’s Belt and Road Initiative.
In June 2006 Mr Flint was honoured with a CBE and in June 2018 was awarded a Knighthood, both awards in recognition of his services to the finance industry.
Douglas Flint was educated at The High School of Glasgow, Glasgow University and Harvard Business School.
Mr Oliver Bäte

Chairman, Board of Management (CEO), Allianz SE
Oliver started his career with McKinsey & Company in New York. Later, he moved to their offices in Germany. In 1998, he took over McKinsey’s German insurance practice. In 2003, he became Director in charge of the firm’s European insurance and asset management sector. Oliver joined the Board of Management of Allianz SE in 2008 as Global Chief Operating Officer. In September 2009, he took over the Chief Financial Officer position. Effective January 2013 he became responsible for Insurance Western & Southern Europe and Global P&C markets. On May 6, 2015 he was appointed Chairman of the Board of Management. Oliver studied business administration at University of Cologne and holds a MBA from the NYU, Leonard Stern School of Business. He is also Assistant Professor at the University of Cologne, for Insurance and Capital Markets.
Mr Carlos Torres Vila

Group Executive Chairman, BBVA
Carlos graduated with a B.S. in Electrical Engineering and a B.S. in Management from the Massachusetts Institute of Technology, where he later also earned a M.S. at the MIT Sloan School of Management. He also graduated in Law from UNED (Spain).
In September 2008, Mr Carlos joined BBVA as Head of Strategy and Corporate Development, and member of the bank's Management Committee. In March 2014 he was appointed Head of Digital Banking, until May 2015 when he became Chief Executive Officer of the bank.
Carlos was appointed BBVA’s Group Executive Chairman and Chairman of the BBVA Foundation in December 2018.
In addition, he is a Member of the Board of Directors of the Institute of International Finance (IIF), the European Financial Services Roundtable (EFR), the International Advisory Panel of the Monetary Authority of Singapore (MAS), and the Advisory Board of the World Economic Forum’s Centre for the Fourth Industrial Revolution (C4IR). He also represents BBVA at the International Monetary Conference (IMC).
He is also a member of the Board of Trustees of Endeavor Spain and the Governing Board of the Association for the Progress of Management (APD) and represents BBVA in several non-for-profit organizations that support social, educational, cultural and scientific activities.
Mr Robin Vince

President and Chief Executive Officer, BNY Mellon
Robin is a member of National Geographic Society's Hubbard Council and serves on the Board of Advisors of The Hospital for Special Surgery.
Mr Laurence D. Fink

Chairman and Chief Executive Officer, BlackRock, Inc.
He serves as a member of the Board of Trustees of New York University (NYU) and the World Economic Forum, and is Co-Chairman of the NYU Langone Medical Center Board of Trustees. In addition, he serves on the boards of the Museum of Modern Art, the Council on Foreign Relations and the International Rescue Committee. He also serves on the Advisory Board of the Tsinghua University School of Economics and Management in Beijing and on the Executive Committee of the Partnership for New York City.
Mr. Fink earned an MBA with a concentration in real estate from the University of California at Los Angeles (UCLA) in 1976 and a BA in political science from UCLA in 1974.
Mr Jonathan Gray

President and Chief Operating Officer, Blackstone
Jonathan (“Jon”) Gray is President and Chief Operating Officer of Blackstone, and is a member of Blackstone’s Board of Directors. He sits on its Management Committee and most of its investment committees. Mr. Gray previously served as the firm’s Global Head of Real Estate, which he helped to build into the largest real estate platform in the world. He joined Blackstone in 1992.
Mr. Gray currently serves as Chairman of the Board of Hilton Worldwide. He also serves on the board of Harlem Village Academies. Mr. Gray and his wife, Mindy, established the Basser Center for BRCA at the University of Pennsylvania School of Medicine focused on the prevention and treatment of BRCA related cancers. They also established NYC Kids RISE in partnership with the City of New York to accelerate college savings for low income children.
Mr. Gray received a BS in Economics from the Wharton School, as well as a BA in English from the College of Arts and Sciences at the University of Pennsylvania.
Mr Jean Lemierre

Chairman, BNP Paribas
Mr Lemierre graduated from the Institut d’Etudes Politiques (Paris) and the Ecole Nationale d’Administration. He also holds a degree in Law.
Mr Tian Guoli

Chairman and Executive Director, China Construction Bank
From April 1999 to December 2010, Mr Tian served successively as Executive Vice President and President of China Cinda Asset Management Company, and Chairman of the Board of Directors of China Cinda Asset Management Co., Ltd. From July 1983 to April 1999, Mr Tian held various positions in China Construction Bank, including sub-branch general manager, deputy branch general manager, department general manager of the CCB Head Office, and Assistant President of the Bank.
Mr Tian currently also serves as Chairman of China Banking Association, a member of the Expert Committee for the 13th Five-Year Plan for Economic and Social Development of China, a member of the Monetary Policy Committee of the People’s Bank of China and Chairman of the Board of Directors of Asian Financial Cooperation Association. Mr Tian holds the title of Senior Economist. He received a Bachelor’s Degree in Economics from Hubei Institute of Finance and Economics in 1983.
Ms Jane Fraser

Chief Executive Officer, Citi
Since becoming CEO in March 2021, Jane has launched a multi-year strategy to increase Citi’s profitability and better position the firm for the speed and complexities of the digital age. This effort includes the transformation of Citi’s risk and control environment by modernizing infrastructure, striving for operational excellence and investing in Citi’s culture. Jane is committed to making Citi the preeminent banking partner for institutions with cross-border needs, a global leader in wealth management and a valued personal bank in its home market of the U.S.
During her 18-year career at Citi, Jane has held leadership roles across Citi’s consumer and institutional businesses. Before becoming CEO, she was President of Citi and CEO of the Global Consumer Bank, responsible for all of Citi’s consumer businesses in 19 markets. She also spearheaded the firm’s efforts to navigate the COVID-19 pandemic, which she carried into her position as CEO.
Jane joined Citi in 2004 in the Corporate and Investment Banking division. Jane served as Citi’s Global Head of Strategy and Mergers & Acquisitions from 2007 to 2009, as the CEO of Citi's Global Private Bank from 2009 to 2013, as the CEO of Citi Mortgage from 2013 to 2014, as the CEO of the U.S. Consumer and Commercial Bank and Global Mortgages from 2014 to 2015, and as the CEO of Citigroup Latin America from 2015 to 2019.
Before joining Citi, Jane was a Partner at McKinsey & Company. She started her career at Goldman Sachs in the Mergers & Acquisitions department in London and then worked for Asesores Bursátiles in Madrid.
Jane serves on the Board of Directors of the Business Roundtable and the Council on Foreign Relations. She is Vice Chair of the Partnership for New York City and a member of Harvard Business School’s Board of Dean’s Advisors, the Stanford Global Advisory Board and the Economic Club of New York. Jane has an M.B.A. from Harvard Business School and an M.A. in economics from Cambridge University. She is married with two children.
Dr Ulrich Körner

Chief Executive Officer, Credit Suisse Group AG
Ulrich has deep Executive Board level experience in the financial services industry spanning the areas of asset management, banking, finance and operations.
Ulrich rejoined Credit Suisse as CEO Asset Management in April 2021, following an 11 year stint at UBS, where he served as CEO of UBS Asset Management from 2014 to 2019, CEO of UBS EMEA from 2011–2019 and Group COO, CEO of Corporate Center from 2009–2013.
Ulrich was previously an Executive at Credit Suisse from 1998 to 2009 and held roles, including Chief Financial Officer and Chief Operating Officer of Credit Suisse Financial Services and CEO Switzerland. He holds a PhD in Business Administration from the University of St. Gallen (HSG).
Mr Christian Sewing

Chief Executive Officer, Deutsche Bank
He was Head of Group Audit from June 2013 to December 2014, prior to which he held a number of management positions in Risk. From 2012 to 2013, he was Deputy Chief Risk Officer. From 2010 to 2012, he served as the Bank’s Chief Credit Officer. He has worked in Frankfurt, London, Singapore, Tokyo and Toronto.
From 2005 until 2007, Christian Sewing was a member of the Management Board of Deusche Genossenschafts-Hypothekenbank.
Before graduating with a diploma from the Bankakademie Bielefeld and Hamburg, he completed a bank apprenticeship at Deutsche Bank in 1989.
Ms Jenny Johnson

President and Chief Executive Officer, Franklin Templeton
Jenny Johnson is President and Chief Executive Officer of Franklin Templeton. Ms. Johnson joined the firm in 1988 and held leadership roles in all major divisions of the business, including investment management, distribution, technology, operations, and high-net-worth, before becoming CEO in February 2020.
Ms. Johnson was named to Barron's list of the 100 Most Influential Women in U.S. Finance for three consecutive years beginning in 2020, and was named 2021 Woman of the Year by Financial Women of San Francisco. She has been named one of Money Management Executive's Top Women in Asset Management and was chosen by her peers as one of Ignites' Most Influential Women in Fund Management.
Ms. Johnson personally champions diversity and inclusion and is involved in a number of organizations that prioritize D&I. She is a member of the NYSE Board Advisory Council, which identifies and connects diverse board candidates to NYSE-listed companies seeking new directors, and serves on the advisory board of Black Capital, an early-stage fund focused on investing in black and other underrepresented founders. She is a member of the board of directors of Catalyst, a global non-profit dedicated to accelerating progress for women through workplace inclusion. She is a member of the advisory board of The Creative Coalition, a social and public advocacy organization of the arts and entertainment community.
Additionally, Ms. Johnson is a board member of the JMT Wilderness Conservancy and the Carolands Foundation. Previously, Ms. Johnson has served on various other boards, including the Lucille Packard Children's Hospital and the San Francisco Giants.
Ms. Johnson earned her B.A. in economics from the University of California at Davis.
Mr John E. Waldron

President and Chief Operating Officer, The Goldman Sachs Group, Inc.
Mr Waldron is a member of the Executive Committee of the Board of Trustees and Chairman of the Trustees Committee of The Lawrenceville School. He is also a member of the Executive Committee of the Board of Directors of Lincoln Center for the Performing Arts in New York City, a member of the Executive Committee of the Board of Directors for Big Brothers Big Sisters of New York, Co-Chairman of Youth, I.N.C., and a member of the Council on Foreign Relations.
Mr Noel Quinn

Group Chief Executive, HSBC Holdings plc
Mr Quinn was appointed Chief Executive, Global Commercial Banking in December 2015. He became a Group Managing Director in September 2016. From 2011 to 2015 he was the Regional Head of Commercial Banking for AsiaPacific, based in Hong Kong.
Mr Quinn joined Forward Trust Group, a subsidiary of Midland Bank, in 1987. He led HSBC's acquisitions of Swan National Motor Finance and Eversholt Leasing Ltd, becoming General Manager of each business in turn.
He has since taken up postings including Head of Specialised and Equity Finance at HSBC, Group Director of Strategy & Development at HSBC Insurance Services North America, Head of Commercial Finance Europe and Head of Commercial Banking UK (2008-2011).
Mr Quinn qualified as an accountant in 1987.
Mr Chen Siqing

Chairman and Executive Director, Industrial and Commercial Bank of China Limited
He held various positions in Bank of China from June 2000 to February 2014, including Assistant General Manager and Vice General Manager of the Fujian Branch, General Manager of the Risk Management Department of the Head Office, General Manager of the Guangdong Branch and Executive Vice President of Bank of China.
Mr. Chen served as President of Bank of China from February 2014 to August 2017. He served as Vice Chairman of Bank of China from April 2014 to August 2017, and as Chairman of the Board of Directors of Bank of China from August 2017 to April 2019. Mr. Chen served as Chairman of the Board of Directors of BOC Aviation Limited from December 2011 to March 2018. From December 2011 to April 2019, Mr. Chen successively served as Non-executive Director, Vice Chairman and Chairman of the Board of Directors of BOC Hong Kong (Holdings) Limited.
Mr. Chen graduated from Hubei Institute of Finance and Economics in 1982. He obtained a Master’s degree in Business Administration (MBA) from Murdoch University, Australia in 1999. He is a Certified Public Accountant and holds the title of Senior Economist.
Mr Jamie Dimon

Chairman of the Board and Chief Executive Officer, JPMorgan Chase and Co.
Mr Dimon became Chairman of the Board, effective January 1, 2007, following his appointment as CEO on January 1, 2006. He also assumed the title of President upon the company’s merger with Bank One Corporation on July 1, 2004.
Mr Dimon began his professional career at American Express Company, serving as Assistant to the President from 1982 until 1985. He then became a key member of the team that launched and defined the strategy for Commercial Credit Company in October 1986, when the consumer lending company was spun off from Control Data Corporation. He served as Chief Financial Officer and an Executive Vice President, and then President. A completely restructured Commercial Credit made numerous acquisitions and divestitures, substantially improving its profitability. Most significantly, in 1987, it acquired and changed its name to Primerica Corporation, which in 1993 acquired The Travelers Corporation and was renamed Travelers Group.
At Travelers, Mr Dimon was President and Chief Operating Officer for seven years. He was named Chairman and Chief Executive Officer of its Smith Barney Inc. subsidiary in January 1996, having previously been the firm’s Chief Operating and Chief Administrative Officer. In November 1997, with the merger of Smith Barney and Salomon Brothers, he became Co-Chairman and Co-CEO of the combined firm. In 1998, he was named President of Citigroup Inc., the global financial services company formed by the combination of Travelers Group and Citicorp in 1998. In addition, he served as Chairman and Co-Chief Executive Officer of Salomon Smith Barney Holdings Inc., the investment banking and securities brokerage subsidiary.
In 2000 Mr Dimon was named Chairman and CEO of Bank One. During his four years with the company, he engineered a dramatic turnaround – taking the bank from a half-billion-dollar loss in 2000 to record earnings of $3.5 billion in 2003.
A summa cum laude graduate of Tufts University, Mr Dimon holds an MBA degree from the Harvard University Graduate School of Business, where he was a Baker Scholar. He serves on the boards of directors of a number of non-profit institutions, including the Federal Reserve Bank of New York, Harvard Business School and the United Negro College Fund.
Mr Dimon and his wife, Judy, have three daughters.
Mr Uday Kotak

Managing Director and Chief Executive Officer, Kotak Mahindra Bank Limited
Uday is a member of the International Advisory Panel of Monetary Authority of Singapore and the International Advisory Board of the Government of Singapore Investment Corporation (GIC). He has served as Chairman of Securities & Exchange Board of India (SEBI) constituted Corporate Governance Committee, and is Chairman of Advisory Committee on Corporate Insolvency and Liquidation constituted by the Insolvency & Bankruptcy Board of India, and Chairman of Board of Governors of Indian Institute of Management (IIM), Bodh Gaya, among others.
He has been conferred with multiple awards, including the Ernst & Young World Entrepreneur of the Year 2014 Award, ET Business Leader of the Year 2015 Award for Corporate Excellence and Lifetime Achievement Award at the Financial Express Best Banks Award for FY 2015-16.
Uday holds a Bachelor’s degree in Commerce and an MBA from Jamnalal Bajaj Institute of Management Studies, Mumbai.
Mr David Schwimmer

Chief Executive Officer, London Stock Exchange Group
David Schwimmer is Chief Executive Officer of London Stock Exchange Group and a member of the Board of LSEG plc.
Prior to joining the Group in August 2018, he spent twenty years at Goldman Sachs where he held a number of senior roles, most recently as Global Head of Market Structure and Global Head of Metals & Mining. During his tenure, he also served as Chief of Staff to Lloyd Blankfein, who was then President and COO of Goldman Sachs, and also spent three years in Russia as Co-Head of Russia/CIS. Prior to joining Goldman Sachs, he practiced law at Davis Polk & Wardwell. He holds a B.A. from Yale University, and post graduate degrees in law (JD) and international affairs (MALD) from Harvard University and The Fletcher School of Law and Diplomacy, respectively.
Ms Shemara Wikramanayake

Managing Director and Chief Executive Officer
Shemara joined Macquarie in 1987 in Macquarie Capital in Sydney. In her time at Macquarie, Shemara has worked in six countries and across several business lines, establishing and leading Macquarie’s corporate advisory offices in New Zealand, Hong Kong and Malaysia, and the infrastructure funds management business in the US and Canada. Shemara has also served as Chair of the Macquarie Group Foundation.
As Head of Macquarie Asset Management for 10 years before her appointment as CEO, Shemara led a team of 1,600 staff in 24 markets. Macquarie Asset Management grew to become a world-leading manager of infrastructure and real assets and a top 50 global public securities manager.
Shemara sits on the World Bank’s Global Commission on Adaptation and was a founding CEO of the United Nations Climate Finance Leadership Initiative (CFLI). She currently leads emerging markets workstreams for CFLI and the Glasgow Financial Alliance for Net Zero (GFANZ) and is a member of the Global Investors for Sustainable Development (GISD) Alliance.
Before joining Macquarie, Shemara worked as a corporate lawyer at Blake Dawson Waldron in Sydney. She holds Bachelor of Commerce and Bachelor of Laws degrees from UNSW and completed the Advanced Management Program at Harvard Business School in 1996.
Mr Michael Miebach

Chief Executive Officer, Mastercard
Michael Miebach is Chief Executive Officer of Mastercard and a member of the company’s board of directors. He is leading the company into a more digital world where Mastercard powers economies and empowers people by harnessing innovation and the continued application of new technologies. The company is helping to deliver better experiences that are shaping the future of seamless commerce, while bolstering cyber services and data-powered insights.
For much of the past decade, Michael was critical to setting the strategy that transformed the company’s offerings from a consumer card-centric business to a platform supporting choice in how businesses, people and governments make payments. This strategy, combined with the company’s customer focus, helped Mastercard evolve and diversify into new areas including real-time payments, open banking, digital identity and other value-added services.
Michael joined Mastercard in 2010 to lead its Middle East and Africa operations, where he helped shape and advance the company’s financial inclusion efforts. Earlier in his career, Michael held senior roles at both Barclays Bank and Citibank.
He is a member of the digital advisory council of Fannie Mae and a member of the board of directors for the nonprofit Accion and the World Resources Institute. Michael is also a member of The Business Roundtable, The Business Council and The International Business Council of the World Economic Forum, and serves as a board member at large for the Ronald McDonald House New York City.
Michael holds a Master of Business Administration from the University of Passau in Germany.
Dr Joachim Wenning

Chairman of the Board of Management, Munich Re
Mr Wenning joined Munich Re in 1991 and has served in a variety of leadership roles at the company in Germany and in Switzerland.
Born in Jerusalem in Israel in 1965. Mr Wenning is a graduate in economics from the University of Munich, completing his doctoral thesis in 1995.
Mr Kanetsugu Mike

Chairman, MUFG
Since joining MUFG in 1979, Mr Mike has been instrumental in the development of the bank’s
global business with assignments in London, New York, and Thailand. He has also led various
high-profile projects involving complex integration of the organization, including the merger of
entities ultimately creating MUFG.
In 2011, Mr Mike was appointed Managing Director and Chief Executive of Corporate Services,
where he was responsible for the bank’s information systems and operations. Following this
assignment and the bank’s investment in the fifth-largest bank in Thailand, in 2014, Mr Mike
was appointed Vice Chairman of the Bangkok-based Bank of Ayudhya (Krungsri) and played a
key role in its successful integration with MUFG Bank’s Bangkok branch.
In 2017, after serving as the Co-Chief Executive of Global Business Unit and Regional
Executive for the Americas, Mr Mike was appointed to his current position, President and CEO
of MUFG Bank.
In 2019, Mr Mike was appointed President & Group CEO of MUFG, and a year later in 2020, he
became the Deputy Chairman of MUFG.
In April 2021, he was appointed the Chairman of MUFG.
Mr Mike earned a Bachelor of Arts in Economics from Keio University, Japan in 1979, and a
Master of Business Administration from Wharton School, University of Pennsylvania, USA, in
1987.
Mr Mike is an avid practitioner of Kendo, a type of Japanese martial arts.
Mr Kentaro Okuda

President and Group CEO, Nomura Holdings | Member of Board of Directors, Nomura Securities
Mr Okuda joined Nomura in 1987. During his career at Nomura, he has held a number of senior positions with the firm, mainly within the Wholesale/Investment Banking business, including Global Head of Investment Banking and Joint Head of Wholesale, Global Head of M&A, and Head of TMT.
Mr Okuda also has management experience within corporate functions, having served as Head of Group Strategy and Executive Office, where he was responsible for developing and implementing the group’s corporate strategy.
Mr Okuda graduated from Keio University with a Bachelor of Arts in Economics and received his MBA from the Wharton School, University of Pennsylvania.
Mr Steffen Meister

Partner, Executive Chairman of the Board of Directors, Partners Group
Steffen Meister has been with Partners Group since 2000 and served as Delegate of the Board from 2013 to 2018 and as Chief Executive Officer from 2005 to 2013. He is a member of the Board of Directors of the firm’s portfolio company Hearthside Food Solutions. Steffen Meister is furthermore the Co-Founder and Chairman of the Board of Directors of Crossiety AG, a social media platform for local communities in Switzerland, and a member of the Board of Directors of FAIRTIQ AG, a company providing advanced travel payment solutions for the public transport sector.
Prior to joining Partners Group, he worked at Credit Suisse Financial Products and had assignments at Swiss Reinsurance Co. and the Department of Mathematics of the Swiss Federal Institute of Technology (ETH) in Zurich. He has 26 years of industry experience and holds a master's degree in mathematics from the Swiss Federal Institute of Technology (ETH), Switzerland.
Mr Denis Kessler

Chairman and Chief Executive, SCOR
He was just elected to join the French Institute’s Academy of Moral and Political Sciences. He is a member of the Board of the Geneva Association, of the Global Reinsurance Forum and of the European Reinsurance Advisory Board.
Prior to joining the SCOR group, he was Chairman of the Fédération Française des Sociétés d’Assurances, Vice-President of the Comité Européen des Assurances, Senior Executive Vice-President of the AXA Group, First Executive Vice Chairman of the French Business Confederation.
He started his career as a University Professor in economics.
Mr Bill Winters

Bill is an independent non-executive director of Novartis International AG and a non-executive director of Pension Insurance Corporation plc.
He holds a Bachelor’s degree in International Relations from Colgate University and an MBA from the Wharton School at the University of Pennsylvania.

Mr Ralph Hamers

Group Chief Executive Officer, UBS Group AG
Before joining UBS, he served as CEO and Chairman of the Executive Board of ING Group. During his time as CEO of ING, he steered the bank to profitability after the financial crisis and supported the firm’s digital transformation. He also played a leading role in driving sustainability efforts in the financial industry, and firmly continues to do so.
Mr Hamers serves as a member of the Board of the Swiss-American Chamber of Commerce and the IMD Foundation Board. He is also a member of the Institut International d’Etudes Bancaires, the McKinsey Advisory Council and the World Economic Forum International Business Council. Additionally, he is also the Governor of the World Economic Forum (Financial Services).
Mr Hamers holds a Masters degree in Business Econometrics and Operations Research from Tilburg University, Netherlands.
