Investment and Risk Advisory Panel

 

Formed in 2012, the Investment and Risk Advisory Panel (IRAP) advises MAS on portfolio investment and risk management. It comprises leading financial experts in the areas of portfolio construction, asset allocation, risk governance, macroeconomic and market developments, and climate change.

Andrew Ang, PhD

Dr Andrew Ang is the Head of BlackRock Systematic Wealth Solutions and Head of the Factor-Based Strategies Group. 

Dr Ang is a well-known financial economist specialising in quantitative investing.  Author of over 100 publications, Dr Ang has published on equities, fixed income, optimal asset allocation, and alternative assets. His book, “Asset Management: A Systematic Approach to Factor Investing,” is a comprehensive guide showing how factor premiums can be harvested in portfolio design and incorporated in all aspects of investment management. Dr Ang’s research has won many prizes and grants, including the Bernstein Fabozzi/Jacobs Levy award, and awards and grants from Q Group, INQUIRE, Netspar, and the National Science Foundation. According to RePEc/IDEAS, the largest bibliographic database in the field of economics, Dr Ang is rated in the top 0.1% of world-wide economists by citations, downloads, and views. Before joining BlackRock, Dr Ang was the Ann F Kaplan Professor of Business at Columbia Business School. 

Bob Prince

Mr Bob Prince is Co-Chief Investment Officer for Bridgewater Associates, responsible for managing the company's investment process.
During his tenure at Bridgewater, Mr Prince has been a partner in developing all aspects of Bridgewater’s investment process and client strategies. He got to know Bridgewater in the early 1980s when he headed the Treasury Department of First National Bank of Tulsa, in Tulsa, Oklahoma. Before joining Bridgewater, he had close engagements with them in managing the bank’s funding, asset/liability management, and investment portfolio for three years. Mr Prince holds a Bachelor of Science degree in finance and accounting and an MBA from the University of Tulsa.

Don Raymond, PhD

Dr Donald Raymond is Chief of Investment Strategy at the Qatar Investment Authority (QIA). He is a member of the Executive Committee and is responsible for the development of a formal strategy that guides the deployment of capital across QIA’s total portfolio.
Dr Raymond was previously Senior Vice President and Chief Investment Strategist for the Canada Pension Plan Investment Board (CPPIB) and chaired CPPIB’s Investment Planning Committee. Dr Raymond built CPPIB’s Public Market Investments department and was the principal architect of CPPIB’s innovative Total Portfolio Approach. He was also instrumental in the development of the United Nations’ Principles of Responsible Investing (UNPRI), as well as their adoption by CPPIB in 2005.

Prior to CPPIB, Dr Raymond worked for Goldman Sachs and Burns Fry, a predecessor of BMO Capital Markets. Dr Raymond also served as Adjunct Professor of Finance and Chair Emeritus of ICPM (International Centre for Pension Management) at the University of Toronto and as Chair of various Board of Trustees and Investment Committees. He holds a Ph.D. in Electrical Engineering from Queen’s University and a CFA charter.

Knut Kjær

Mr Knut Kjær is the Chairman and partner of FSN Capital, a Northern-European private equity firm, and Executive Chairman of Sector Asset Management, a multi-boutique asset management firm based in Norway.
Mr Kjær was the founding CEO of the Norwegian sovereign wealth fund, Norges Bank Investment Management (NBIM), in 1998.  Over his 10-year career at NBIM, Mr Kjær implemented an investment programme and built the asset management team that grew NBIM to be among the biggest single pool of assets globally. Mr Kjær was President of RiskMetrics Group in New York from 2009 to 2010, with direct responsibility for the firm’s global risk management and corporate governance advisory businesses, Institutional Shareholder Services. He is a member of the Supervisory Board of the Dutch pension fund manager APG and advisor to the Central Bank of Thailand. He was previously an advisor to GIC and CIC. 

Mr Kjær holds a Master’s degree in Economics and a Bachelor’s degree in Political Science from the University of Oslo. He attended the Advanced Management Program at Harvard Business School in 2003.

Sue Brake

Ms Sue Brake Chief Investment Officer Future Fund

Ms Sue Brake was the Chief Investment Officer of Australia’s sovereign wealth fund, Future Fund. She led a multi-disciplinary investment team responsible for investing in global public and private assets. 
Ms Brake was previously the Deputy Chief Investment Officer, Portfolio Strategy, for the Future Fund, responsible for portfolio construction, dynamic asset allocation, macroeconomics, and emerging markets.

Before joining Future Fund, Ms Brake was the Head of Strategic Advisory for Australia with asset consultant Willis Towers Watson, and Senior Strategist at NZ Super, New Zealand’s sovereign wealth fund, prior to that. She also served as an external expert for the International Monetary Fund on strategic asset allocation and portfolio risk management from 2013 to 2018.
