MAS Announces Senior Leadership Changes

Singapore, 1 October 2026…The Monetary Authority of Singapore (MAS) announced changes to its senior management team, which will take effect on 1 November 2026.

 

2. Ms Jacqueline Loh, Deputy Managing Director (Corporate Development), will relinquish her current role and be appointed Principal Advisor in the Managing Director’s office. In this advisory capacity, Ms Loh will support the Managing Director across various areas of risk oversight, governance and leadership development, alongside her role as Chair of the Board of the Singapore Payments Network (SPaN).

3. Ms Loo Siew Yee, currently Assistant Managing Director (Policy, Payments & Financial Crime), will take on the role of Deputy Managing Director (Corporate Development). She will oversee MAS' corporate functions, including Organisation & People Development, Technology, and Finance, Risk & Currency Groups, in her new appointment. She will relinquish her current role.

4. Ms Loo will be succeeded by Ms Gillian Tan, who will be appointed Assistant Managing Director (Policy, Payments & Financial Crime), to oversee prudential policy, anti-money laundering, enforcement, and the supervision of payment services providers. Ms Tan will relinquish her current role as Assistant Managing Director (Development & International).

5. Ms Thong Leng Yeng, currently Executive Director (Anti-Money Laundering Department), will take on the role of Assistant Managing Director (Development & International). The Development & International Group oversees the development of Singapore as an international financial centre as well as MAS’ international relations.

6. MAS Managing Director Mr Chia Der Jiun thanked Ms Jacqueline Loh for her significant contributions to the organisation over the years. “Jacqueline has made significant and enduring contributions to MAS. She has provided exemplary leadership as Deputy Managing Director for 13 years across multiple portfolios— Markets and Investment, Development & International, and Corporate Development. In these roles, Jacqueline steered both the investment and risk management of MAS’ official foreign reserves and led initiatives that have strengthened Singapore’s standing as a leading international financial centre, including in FinTech. More recently, Jacqueline has driven efforts to strengthen MAS’ organisational capabilities across key fronts, including people and leadership development and organisational transformation.  She has been an active member in many international and regional central banking forums, and has served as Chair of the BIS Markets Committee for 6 years. I am very glad that we will continue to benefit from her experience.”

Additional information

Ms Jacqueline Loh (罗惠燕) joined MAS in 1987. She has served as Deputy Managing Director for Corporate Development, Deputy Managing Director for Markets & Development, Assistant Managing Director for Policy, Risk & Surveillance and Assistant Managing Director for Finance, Tech & Risk Management.

Ms Loo Siew Yee (吕秀仪) joined MAS in 1998. She has served as Assistant Managing Director for Policy, Payments & Financial Crime, Assistant Managing Director for Policy, Risk & Surveillance.

Ms Gillian Tan (柯丽明) joined MAS in 2015. She has served as Assistant Managing Director for Development & International, Chief Sustainability Officer, as well as Executive Director of the Financial Markets Development and Enforcement departments.

Ms Thong Leng Yeng (唐菱霙) joined MAS in 2007. She has served as Executive Director of the Anti-Money Laundering and Financial Centre Development departments.
