MAS Enhances Safeguards for Public Prospecting Activities

Singapore, 12 October 2026… The Monetary Authority of Singapore (MAS) today announced enhanced safeguards for public prospecting activities, following a public consultation on proposals to strengthen standards of conduct in this area.

2. Public prospecting activities, such as roadshows, provide financial institutions and their representatives with opportunities to engage consumers and market financial products and services in public places. However, when conducted inappropriately, such activities may give rise to conduct concerns, including consumers being subjected to unsolicited or persistent solicitation.

3. Under the enhanced safeguards, financial institutions will be expected to conduct public prospecting activities only within designated areas at commercial premises and appoint suitably qualified individuals to oversee their representatives’ conduct at such events. Representatives will also be expected to clearly inform consumers at the outset that they intend to market financial products or services, and obtain consumers’ consent before proceeding with the engagement. Street canvassing and door-to-door prospecting will remain prohibited. MAS’ response paper provides more information on the consultation feedback received and the enhanced safeguards.

4. MAS will update the Guidelines on Standards of Conduct for Marketing and Distribution Activities to incorporate these enhanced safeguards. The measures complement MAS’ existing safeguards for digital advertising activities introduced in September 2025, and reinforce expectations that financial institutions and their representatives are to engage consumers responsibly and professionally across all marketing and distribution channels.

5. MAS will issue the updated Guidelines in 2027. Financial institutions will then be given a nine-month transition period to implement the enhanced safeguards.

6.         Mr Lim Tuang Lee, Assistant Managing Director (Capital Markets), MAS, said, “Consumers should not feel pressured or caught off guard when approached about financial products and services. These enhanced safeguards strengthen standards of conduct for public prospecting activities, helping to ensure that consumers are treated fairly and professionally while allowing financial institutions to continue engaging consumers through appropriate channels."
