Written reply to Parliamentary Question on EQDP Phase 3 manager appointments and award terms

Date: For Parliament Sitting on 7 October 2026

Name and Constituency of Member of Parliament

Mr Chua Kheng Wee Louis, Sengkang GRC

Question

Mr Chua Kheng Wee Louis: To ask the Prime Minister and Minister for Finance (a) whether there has been any delay to the award of the next batch of Equity Market Development Programme (EQDP) managers, which was expected to be appointed around mid-2026; (b) if so, why; and (c) whether the terms of the award and performance indicators are set to be consistent across all EQDP managers.

Answer by Mr Gan Kim Yong, Deputy Prime Minister and Minister for Energy, Trade and Industry (Trade), and Chairman of MAS:

1. MAS has appointed the third batch of five asset managers under the Equity Market Development Programme (EQDP), and will place S$1.45 billion with these managers. Minister Chee Hong Tat announced this on 29 September 2026.

2. The terms of the award and performance indicators for each manager are guided by a consistent framework that takes into account its alignment with the EQDP’s objectives to strengthen the local asset management and research ecosystem, and crowd in investor interest in Singapore’s equities market.
