MAS’ Involvement in International Organization of Securities Commissions (IOSCO)
MAS is a signatory to both the IOSCO Multilateral Memorandum of Understanding (MMoU) and Enhanced MMoU (EMMoU). MAS frequently renders assistance to fellow signatory regulators for the purpose of enforcing and securing compliance with securities and derivatives laws in the requesting regulator’s jurisdiction.
Beyond assisting on specific cases, MAS plays an active role in shaping international enforcement policy through its involvement in the IOSCO Committee 4 on Enforcement and the Exchange of Information, which seeks to enhance and facilitate global enforcement cooperation and information-sharing among IOSCO members.
In addition, MAS has been an active member of the IOSCO Monitoring Group (MG), which makes recommendations on cases of potential non-compliance with the MMOU and EMMOU. The MG contributes to the continued effectiveness of the MMOU and EMMOU through its work in encouraging signatories to comply with their obligations.

MAS is committed to supporting international regulatory cooperation and regularly assists foreign counterparts in the investigation and enforcement of securities and derivatives laws.

Matters in which the MAS rendered assistance to foreign regulators included:
- the Securities and Exchange Surveillance Commission Japan in its investigations into sales agents who had solicited purchases of financial instruments despite lacking the required registrations to make such solicitations and;
- the United States Securities and Exchange Commission into a financial accounting and disclosure fraud scheme involving a global data intelligence company.
