A Vibrant Sustainable Finance Ecosystem

MAS is collaborating closely with financial institutions, businesses, and international counterparts to broaden and deepen sustainable finance capabilities, to support Asia’s transition to a climate-resilient future.

Metrics and Targets

Sustainable Finance Capabilities
MAS continues to invest in the upskilling of the financial sector workforce in sustainable finance.

Since the launch of the Jobs Transformation Map (JTM) for Sustainable Finance in April 2024, over 9,200 financial sector professionals have been trained in IBF-accredited or IBF-recognised courses on sustainable finance.

IBF has also issued more than 13,600 Skills Badges to individuals who have acquired one or more of the 12 key sustainable finance technical skill competencies through IBF-accredited training.

Growing the sustainable finance talent pipeline

MAS has been working with Institutes of Higher Learning (IHLs) since 2020 to establish a robust sustainable finance ecosystem. MAS supports two Centres of Excellence (COEs)—(i) Singapore Green Finance Centre (SGFC), a collaboration between Imperial College Business School and Singapore Management University’s Lee Kong Chian School of Business, and (ii) Sustainable and Green Finance Centre (SGFin) hosted by the National University of Singapore Business School to develop a deep talent pool in sustainable finance—from undergraduates to finance sector professionals in Singapore and the region.

SGFin and SGFC have developed and conducted approximately 20 sustainable finance related courses, training more than 10,000 undergraduates, postgraduates, and financial sector professionals in Singapore and across the region.

Overall, close to 20,000 industry professionals have been trained in sustainable finance skills across IBF-accredited sustainable finance courses and MAS’ two COEs.

Green and Transition Finance Activities in Singapore

Singapore continues to be ASEAN’s largest market for green, social, sustainability and sustainability-linked (‘GSSSL’) bonds and loans, accounting for more than half of the market.

MAS supports global and Asian corporates in accessing sustainable financing for green and transition projects through the Sustainable Bond Grant Scheme and the Sustainable Loan Grant Scheme .

Singapore’s GSSSL bond issuance volumes remained resilient in 2025 (see Chart 1), even as global GSSSL issuance volumes saw a modest pullback.  In 2025, over S$27 billion in GSSSL loans originated in Singapore, and we welcomed Singapore’s first transition loan issuance (see Chart 2).
