Pursuant to section 37 of the Payment Services Act 2019 as read with Regulation 20 of the Payment Services Regulations 2019, licensed payment service providers (PSPs) must, on an annual basis, appoint an auditor and ensure that a report of the audit is submitted to the Authority in Form 4 within 6 months after the financial year end. For avoidance of doubt, the requirement applies to all holders of a payment service licence, including sole proprietors who hold a money changing licence.
PSPs are expected to appoint an appropriate and suitably qualified external auditor in advance of the stipulated Form 4 submission timeline to ensure that submissions are completed by the stipulated deadline.
The following documents should be attached to the online Form 4 in MAS-Tx for submission to the Monetary Authority of Singapore (Authority):

Form 4 has been revised on 16 July 2026 (Revised Form 4). For the avoidance of doubt, the Revised Form 4 should be used for audits for financial year ending 31 December 2026 onwards. Documents for audits of financial year ending before 31 December 2026 are to be submitted with the existing Form 4.
The specimen Revised Form 4 is attached below for reference. Please note that only the online Form 4 in MAS-TX will be accepted for submission. This specimen form should not be used for submission to MAS.
